Да, баланса здесь нет, потому что в высокогорье есть штраф на передвижение, в отличие от Травы. Поэтому фракции в высокогорье появятся гораздо позже.

"one hero" easy map - 2-3-4 months to collect troops and kill everything on your way.

some portion of random - who gets Elves with gold, or city with artifacts market, or dungeon with +1 extra 7th level, or hell with city teleport.

Well, the map is easy on single-player. With a bit of random, as was intended. But it's mainly meant for multiplayer, who is first to gather enough armies and march against defending computer.
